The main function of the Human Resources department is to manage employees by planning, implementing, and evaluating human resources policies, principles and programs. Basically, it involves with functional activities including hiring qualified employees, establishing compensation structure, training staffs, addressing employee relations matters, and maintaining workplace safety.

Employee Relations Unit
The Employee Relations unit provides consultation and advice to managers, supervisors and employees regarding Human Resources issues, including performance management, corrective actions, interpretation of policies and procedures and collective bargaining agreements, training of staff policy and procedures and

The Training and Development Unit in the Department of Human Resources provides professional development and enrichment opportunities for all employees.

Joseph M. Redd, Sr. (Rev.) began his college education at the University Of Liberia, studying Biology and Chemistry. This dream was short lived due to the civil crisis. As a result of the war, he and his family fled to Ghana, where he enrolled at the Faith Evangelical Theological College and Seminary, earning a Bachelor of Arts in Christian Ministries. He also earned Certificates and Diplomas in the followings: Certificate: Radio/TV Presentation and Production- African Institute of Education and Advocacy- Accra, Ghana-2008, Certificate in Leadership & Management-UPLIFT INTERNATIONAL, Ghana-2005, Certificate in Christian Education, Salala Development Coalition, Danane’ Cote D’Ivoire-1996 and Diploma in Ministerial Training, Monrovia Bible Training Center-1993-1995. He currently holds a Master’s in Public Health with emphasis in Health Care Policy and Management from the Cuttington University Graduate School of Professional Studies. Rev. Redd is legally married to Mrs. Rachel-Grace Redd and their union is presently blessed with two biological children, Joseph M. Redd, Jr. and Joslyn J. Redd and several spiritual children

The Human Resources Department at the Liberia Medicines and Health Products Regulatory Authority (LMHRA) aims to accomplish the Authority mission and goals by building and fostering high-end professional working environment with the highest level of Human Resource services and employees satisfaction. In addition to the core HR services, the department serves as a crucial bridge between our employees and other government entities to satisfy all and other Legal requirements. Our HR Team is committed to providing prompt, courteous and quality services to our employees.

Rev. Arthur N. Gbotoe, is a graduate of the free Gospel Bible Institute in Italy, Pennsylvania USA where he obtained a BA in Theology and the San Francisco State University, San Francisco, California USA. With BSc in Sociology.
He has worked for several international companies and organizations: DENCO Shipping Lines, Walmart, Home Depot and the Acts Full Gospel church in Oakland, California and also the Founder and General Overseer of the Acts Full Gospel in Liberia. Rev. Gbotoe is an Ordained Elder of the Church of God in Christ and pastor of the Acts Full Gospel Church God in Christ in Liberia, West Africa.
Presently he is serving as Assistant General Secretary for the Liberian Jurisdiction for the Church of God in Christ and Special Assistant to the Bishop for International Affairs, Sunday school and seminar.
Rev. Gbotoe is the deputy Director for Human Resources at the Liberia Medicines and Health Products Regulatory Authority (LMHRA). He has been with the LMHRA since July 2, 2018. As a deputy Director for human Resources, he serves as Co-chair on the grievance committee, Co-Chair on the 2019 annual budget for the LMHRA.
As a Deputy Director, he substantiates applicant’s skills, welcomes new employees to the Authority and conducts orientation; provides Payroll information by monitoring time and attendance and processing payroll. He also submits employee data reports by assembling, preparing, and analyzing data. Assists with supervision of personnel, which includes work allocation, training promotion, enforcement of internal procedures and controls and problem resolution and evaluates performance and makes recommendations for personnel actions, motivates employees to achieve peak productivity and performance
